Default spring questions

I bought a used evolution wastegate that came with unknown springs. I used various combinations of springs and applied pressure to the wastegate to try to find something that would open at 15 psi. I managed to get it to crack open at 15 psi, but it won't FULLY open until VERY high pressure is applied, like 30+ psi (which is bad because I'm only planning to run 24 psi). At 24 psi it's still just barely open...

Does a 15 psi spring begin opening at 15 psi, is it halfway open at 15 psi, or is it fully open at 15 psi?

Stacking the springs are really bad since limits the valve from opening. If you want a 15psi spring use the one out of the New Gen wastegate pn 30693-15 and then use a boost controller to get your other desired psi.
