There are a lot of variables that can change the answers, but I would expect you to start seeing boost in the mid to high 2000 RPM range. The GTK 850 should give you full boost 600 - 1000 RPMs sooner with the smaller AR. However the smaller set up of the GTK 850 will require a higher boost level to make the same power.
If it was my car, I would do the following...
Get the GTK-1000, install and test. If I wasn't happy with spool I would try a set of more aggressive cams. If the cams still didn't give me the response I wanted I would swap for a GTK 850 Turbine Housing.
This would allow you to run the larger trim of the GTK 1000 and still get the smaller AR and faster spool of the GTK 850 and the housing is only a few hundred which would save you from having to buy a whole new turbo and would drop right into place of the GTK 1000 Turbine Housing.
I suggest the above process because of your 18PSI boost limit. If you go with the GTK 850 and aren't happy with it, you're stuck buying a new turbo, whereas if you start with the GTK 1000 your options stay open.

When would the 1000 start to spool? the stock engine makes peak power around 5500rpm so even with the close ratio 6 speed box im going for itll be hard to stay on full boost around a circuit
Could i expect 18psi from the 850 before 3000rpm? and if i was to do the cams in the engine to allow it to breath higher, when would the 850 start to drop off and make the 1000 that much more worthwhile?
