Default T66 shaft play question

Hello, I just purchased a used BB T66 with about 2,500 miles on it. The side to side play is just about nothing (within normal specs I am sure). When I pull and push the shaft in and out, I hear a "tap" from the center section area. I can also do it on the exhaust side and hear the same thing. However, I can't really see the wheels move when I do that (hardly any movement). Also, I stuck my finger down in the compressor housing exit and there isn't any oil in there. The turbine housing and downpipe don't have any oil in it either, just normal black exhaust. Should I be worried, or is this normal with this type of turbo?

Forgot to add, both wheels spin freely and do not make contact with the housings. I don't have it on the car yet.

If I do need a rebuild for the problem I am describing, how much am I looking at?

Pushing on the shaft might just be forcing some slight movement to make that noise. If the wheels spin freely and there is no contact with the housing you should be fine. If you wanted to rebuild the turbo the price starts at $250 and then goes up depending on how much is wrong with it when they tear it apart.
