There shouldn't be any need to change the out of box setting on the pre-load screw. I have never had to but you can loosen the locking nut and use an allen wrench to tighten or loosen the pre-load screw.

When I went to check mine out the other day, the screw was actually loose (ie. I could turn it by hand) Not once have I, or anyone else touched the screw or bolt, but it was definitely too loose. When retightening, how should I know how far to tighten to get back to the stock setting? Is there a particular torque spec to know when it's tweaked properly?

Theres no torque spec per say.. I would maybe go in one to two turns and lock the retaining nut. Unless you have surge that should be fine.
