Courtesy of Tyler from Turbonetics:

The thrust spring is used when the bronze thrust bearing is not bolted down to the bearing housing. In most 360 deg. thrust bearing turbos the thrust bearing itelf gets bolted by three small screws down to the bearing housing. The dynamic thrust collar rides on a film of oil on the ramps of the thrust bearing and that is what absorbs the compressor side thrust loading.

In a standard 270 deg. bearing turbo the thrust spring is used to keep the thrust bearing in place against the bearing housing.
